Since its establishment in 1985, DTA has completed consulting assignments pertaining to the financing of public infrastructure and services for more than 2,000 clients in ten (10) states. During this period, the firm has been involved in the formation of more than 2,500 public finance districts, with total bond authorizations exceeding $70 billion. Our financing programs have utilized a variety of public financing mechanisms such as Community Facilities Districts, Assessment Districts (AD), Certificates of Participation, Redevelopment Tax Allocation Bonds, Sewer and Water Revenue Bonds, Marks-Roos Bond Pools, Landscaping and Lighting Districts, Integrated Financing Districts and various types of fee programs, as well as, federal and state grants and loans.
DTA has planned and implemented public facilities financing programs ranging from the provision of a single financing mechanism for an individual facility to the development of a comprehensive public financing plan, covering multiple facilities and public services through a series of financing mechanisms. DTA staff is frequently engaged to prepare and implement financing strategies and plans to fund public facilities and services for new development projects, as well as, for existing development. As part of this work, DTA provides detailed revenue projections from all available sources and matches feasible revenue streams with costs for all public improvements required by a proposed project in future years.
